81c170a696 Makefile: remove DOCKER_BUILD_GOGC
This option was added in 9672afa339 in 2016,
at which time tweaking GOGC showed a significant difference when building
the binary (`1m14.221s` vs `0m49.929s`).

Testing this Today doesn't show a real difference;

With GOGC=1000:

    rm -rf bundles/
    time hack/make.sh binary
    real	0m15.303s
    user	0m26.285s
    sys	0m6.383s

    real	0m4.931s
    user	0m3.103s
    sys	0m1.670s

    real	0m5.693s
    user	0m3.827s

Without GOGC set;

d5c81b1c01 Makefile: remove unused DOCKER_BUILD_PKGS
This option was added in 0bff2515f7 to control
what packages were built for the deb and rpm packages.

This repository no longer builds the deb and rpm packages, and this variable
is no longer used, so we can remove it.

9cae3fb167 docs/contributing: remove GIT_BRANCH image tag references
When creating development containers currently, `Makefile` doesn't use
the GIT_BRANCH variable to tag `docker-dev` image. But in some
documentation files for contributing, references remain for image tags
with the `git branch` name.

This commit simply removes those references. Correct image tag names are
important for newcomers, especially for copy-pasteable commands.

279e6658ac Add devcontainer configuration
We already have everything needed to work inside a container, with this
configuration file developing in moby is even easier: the IDE will ask
you if you want to run everything inside a container and set it up for
you. No need to know that you have to run "BIN_DIR=. make shell" any
more.

8086f40123 Dockerfile: use TARGETPLATFORM to build Docker
Better support for cross compilation so we can fully rely
on `--platform` flag of buildx for a seamless integration.

This removes unnecessary extra cross logic in the Dockerfile,
DOCKER_CROSSPLATFORMS and CROSS vars and some hack scripts as well.

Non-sandboxed build invocation is still supported and dev stages
in the Dockerfile have been updated accordingly.

Bake definition and GitHub Actions workflows have been updated
accordingly as well.

bdcd81d330 go {build,test}: rm -i option, add go cache volume
Looks like -i (together with DOCKER_INCREMENTAL_BINARY etc)
were used to get faster incremental builds.

Nowdays (since Go 1.10) this is no longer the case, as
go build cache is used [1]. Here's a quote:

> You do not have to use "go test -i" or "go build -i" or
> "go install" just to get fast incremental builds. We will
> not have to teach new users those workarounds anymore.
> Everything will just be fast.

To enable go cache between builds, add a volume for /root/.cache.

e96b33665e Fixed in-container paths in dev doc: moby/moby -> docker/docker.
Further to 355cf9483c which caught some
of these.  This should fix the remainder in the contributing docs.

355cf9483c Changed go vendor from moby/moby to docker/docker in dev docs.
If there is a package-rename forthcoming, it isn't currently evident on master, but seems to show in doc.
Changed doc to show actual docker/docker paths as they occur now instead of moby/moby.

cecd0de3a9 First pass updating CONTRIBUTING
This largely removes references to Docker where possible.

The HOWTO guides are still Docker docs and refer to Docker not
moby, so the next step is to rework these as Moby docs and put
them in `docs/` in this repo.
