Xianzhu Wang 6cd960fec4 [cpplint] Update for c++20 ...

- Update _CPP_HEADERS and _TYPE_TRAITS
- Removed the old chapter numbers (such as 17.6.1.2). They have been
  out-dated and may change in future standards. Use tags (such as
  [header]) instead
