Sebastiaan van Stijn 09f62a8a61 runconfig/opts: remove deprecated ConvertKVStringsToMap ...

It was deprecated in 437e1ae15e, which is
part of v27.0, and is no longer in use. This was the remaining code
in the runconfig/opts package, which is now removed.
