Yong Tang a72b45dbec Fix logrus formatting ...

This fix tries to fix logrus formatting by removing `f` from
`logrus.[Error|Warn|Debug|Fatal|Panic|Info]f` when formatting string
is not present.

This fix fixes #23459.
