zhangguanzhang 7639e193ff libnet: setupDNS: don't overwrite user-modified resolv.conf 
Call resolvconf.UserModified() in sandbox.setupDNS() to check if
resolv.conf was manually modified before regenerating it during
container restart for non-host network modes.
