Sebastiaan van Stijn 01440122f2 vendor: github.com/containerd/nri v0.11.0
- adds compatibility with runtime-spec v1.3.0
- adds `nri_no_wasm` build-tag to compile without wasm support
- adds `ErrWasmDisabled` error
