Add a new type to use for building filter predicates for API requests,
replacing "./api/types/filters".Args in the client. Remove the now
unused api/types/filters package.

Use "apiClient" for the client (most places use either `apiClient`
or `c`) to prevent shadowing the `client` import.

This package was originally internal, but was moved out when BuildKit
used it for its integration tests. That's no longer the case, so we
can make it internal again.

These comments were added to enforce using the correct import path for
our packages ("github.com/docker/docker", not "github.com/moby/moby").
However, when working in go module mode (not GOPATH / vendor), they have
no effect, so their impact is limited.
Remove these imports in preparation of migrating our code to become an
actual go module.

This moves the `ContainerJSONBase`, `ContainerJSON` and `ContainerNode`
types to the api/types/container package and deprecates the old location.
- `ContainerJSONBase` was renamed to `InspectBase`
- `ContainerJSON` was rnamed to `InspectResponse`

This removes various skips that accounted for running the integration tests
against older versions of the daemon before 20.10 (API version v1.41). Those
versions are EOL, and we don't run tests against them.
This reverts most of e440831802, and similar
PRs.

Integration tests will now configure clients to propagate traces as well
as create spans for all tests.
Some extra changes were needed (or desired for trace propagation) in the
test helpers to pass through tracing spans via context.

The initial implementation followed the Swarm API, where
PidsLimit is located in ContainerSpec. This is not the
desired place for this property, so moving the field to
TaskTemplate.Resources in our API.
A similar change should be made in the SwarmKit API (likely
keeping the old field for backward compatibility, because
it was merged some releases back)

Support for PidsLimit was added to SwarmKit in docker/swarmkit/pull/2415,
but never exposed through the Docker remove API.
This patch exposes the feature in the repote API.

Tests which will re-deploy containers uses function serviceIsUpdated() to
make sure that service update really reached state UpdateStateCompleted.
Tests which will not re-deploy container uses function
serviceSpecIsUpdated to make sure that service version is increased.
