Most of the code in the filters package relates to the unmarshaling,
validation and application of filters from client requests. None of this
is necessary or particularly useful for Go SDK users. Move the full-fat
filters package into daemon/internal and switch all the daemon code to
import that package so we are free to iterate upon the code without
worrying about source-code interface compatibility.

As we're only expecting a single `/` prefix to be trimmed from the
container name, it's better to use `TrimPrefix` than `TrimLeft`, as
`TrimPrefix` takes a cut-set to remove any character in the set.
Benchmarking both;
BenchmarkTrimLeft-10 535364544 2.204 ns/op 0 B/op 0 allocs/op
BenchmarkTrimPrefix-10 1000000000 0.3148 ns/op 0 B/op 0 allocs/op

These comments were added to enforce using the correct import path for
our packages ("github.com/docker/docker", not "github.com/moby/moby").
However, when working in go module mode (not GOPATH / vendor), they have
no effect, so their impact is limited.
Remove these imports in preparation of migrating our code to become an
actual go module.

Adding a `default` statement, and not an explicit "WatchActionKindUnknown",
so that disabling the "default-signifies-exhaustive" linter option will
make it show up.

The github.com/containerd/containerd/log package was moved to a separate
module, which will also be used by upcoming (patch) releases of containerd.
This patch moves our own uses of the package to use the new module.

Define consts for the Actions we use for events, instead of "ad-hoc" strings.
Having these consts makes it easier to find where specific events are triggered,
makes the events less error-prone, and allows documenting each Action (if needed).

Also swapping the order of arguments; putting the "attributes" arguments
last, so that variables can be more cleanly inlined.

This function was calling SystemInfo() only to get the daemon's name
to add to the event that's generated.
SystemInfo() is quite heavy, and no info other than the Name was used.
The name returned is just looking up the hostname, so instead, call
`hostName()` directly.

These are used internally only, and set by daemon.NewDaemon(). If they're
used externally, we should add an accessor added (which may be something
we want to do for daemon.registryService (which should be its own backend)

After moving libnetwork to this repo, we need to update all the import
paths for libnetwork to point to docker/docker/libnetwork instead of
docker/libnetwork.
This change implements that.

This fix tries to cover the issue raised in #22463 by adding
filter for events emitted by docker daemon so that user could
utilize filter to receive events of interest.
Documentations have been updated for this fix.
Additional tests have been added to cover the changes in this fix.
