Sebastiaan van Stijn	66055ea07c	plugin: remove // import comments ... These comments were added to enforce using the correct import path for our packages ("github.com/docker/docker", not "github.com/moby/moby"). However, when working in go module mode (not GOPATH / vendor), they have no effect, so their impact is limited. Brian Goff	72c3bcf2a5	Make plugin emit strongly typed, consumable events ... Enables other subsystems to watch actions for a plugin(s). This will be used specifically for implementing plugins on swarm where a swarm controller needs to watch the state of a plugin.
