Fumitoshi Ukai a0aed87f71 Revert "put goma client in depot_tools"

This reverts commit 7778035801.

Reason for revert: AttributeError: 'GomaEnvPosix' object has no attribute 'RestartCompilerProxy'

Original change's description:
